If a fracture goes through a growth plate, it can result in a shorter or crooked limb. A growth plate fracture affects the layer of growing tissue near the ends of a child’s bones. Growth plates are the softest and weakest sections of the skeleton — sometimes even weaker than surrounding ligaments and tendons.
When do growth plates in feet close?
The “growth plates” in children’s bones do not finish closing until age 15-17 in boys and 13-15 in girls. When stressed, these plates are more susceptible to injury than the tendons and ligaments that support the joints. Ligaments tend to “give” before bones in adults.

No. Such thing is absolutely not possible. There is a surgery based on distraction osteogenesis that increases the lenght of long bones (aka leg lenghtening surgery).
Can you walk on a fractured growth plate?
Symptoms include ankle pain, tenderness and swelling over the area where the growth plate is located. Treatment usually involves about four to six weeks in a walking boot. After that, it may take another two weeks to regain strength in the ankle before a child can return to running, jumping and sports.
Can HGH reopen growth plates?

At this point in time, when the growth plates are closed, HGH therapy will not increase height.
