The LNF is a curriculum planning tool to help teachers of all subjects, think about how they can plan and provide opportunities for pupils to develop literacy and numeracy skills in practical ways.
Why was the LNF introduced in Wales?
The provision to develop pupils’ literacy skills in a majority of schools was only “adequate”. The Literacy and Numeracy Framework (LNF) was introduced in 2013 for pupils aged five to 14 following concerns they were falling behind. It aimed to improve how pupils read, write and express themselves in all subjects.

Progression Steps will be at 5, 8, 11, 14 and 16 and take the form of Achievement Outcomes relating broadly to expectations at those ages. These will help learners, teachers, parents and carers to understand if appropriate progress is being made.
