The Slagworks is an area within the Blackrock Foundry where mining operations are done and where the Blast Furnace is located. When entering from the Workshop to the immediate left is a tunnel to the Blast Furnace, which opens after Blackrock Depository and Gruul’s Lair have been cleared.

If you went back to the first room of the raid, you went to far. After that, the door to Blackhand (straight in the fiirst room) should be open.

So to begin the Iron Maidens encounter, go back to the water where you jumped down and kill the mobs in the scuba suits there. Once all of these are killed, the encounter will start, and you can progress in Blackrock Foundry.
