Just from guess work I would say he uses somewhere between 25% (as Filipe jokingly said) and 50%. He was capable at full power of wiping out the Z fighters with what I can only assume is ease as he was never worried until SSJ2 came out. Not even after a Gohan showed he was above Goku.
