Transistor–transistor logic (TTL) is a logic family built from bipolar junction transistors. Some TTL chips are now also made in surface-mount technology packages. TTL became the foundation of computers and other digital electronics.
Why does IC start with 74?
The series 74 was a designation for commercial grade TTL (transistor to transistor logic, a family circuit characteristic) and 54 was a designation for military temperature of the same design. The family had more or less matched speeds, and drive levels called TTL loads.

How IC is named?
A lot of IC names are rather arbitrary: typically a prefix indicating manufacturer or series, and a number. However, in the case of that particular chip (and discrete logic chips in general), the name tells you a lot. The “SN” is a prefix specific to TI. The “74” indicates a 7400 series logic devices.
