[Spoiler Alert] In the epilogue there is a mission where you take revenge on Micah and in that mission you are told that Micah and Dutch have already gone back and retrieved the money from blackwater. No you can’t. It’s hidden away somewhere in Blackwater, but in-game, there’s no way to find it.
