- Talk to any guard in Riften about vampires/the Dawnguard quest.
- Head to the Dawnguard location marker on the map.
- Head through the cave (the only way to get there) and follow the path to the castle.
- Meet Isran, the Dawnguard leader, there and enjoy your new crossbow.
How do I know if Dawnguard DLC is working?
To see if you have it downloaded, you can do as @deutschZuid suggested in the comments: Go to Console Settings -> Storage, look for Skyrim in the list, and select it. Dawnguard will be in the list if it is downloaded to your console. For an in-game solution, you can just travel to Fort Dawnguard and see if it’s there.

Dawnguard has a minimum level requirement of 10. I’d recommend waiting until 15-20 though since some of the quests are long and tough (lots of trekking through falmer infested territory). Hearthfire can be started at any time as its simply a material collection quest to build a house.
