The Microsoft Services Provider License Agreement (SPLA) is a licensing program that provides a hosting offer to service providers and ISVs to lease or rent licenses of Microsoft products on a monthly basis, and to provide hosting services and applications to the end customer.
What is a Microsoft SPLA?
Overview. With the Services Provider License Agreement (SPLA), service providers and Independent Software Vendors (ISVs) can license eligible Microsoft products on a monthly basis, during a three-year agreement term, to host software services and applications for their customers.
Does SPLA include support?
No. As a part of service provider’s value added services, you are responsible for providing technical product support for the Microsoft licensed products you deliver to your customers.
Do I need SPLA?
If you host any third-party applications on Microsoft infrastructure, you need a SPLA. Examples include hosted CRM, hosted messaging and hosted backup and disaster recovery (BDR). In other words, if Company A provides a software application for Company B to use, Company A requires a SPLA.

What is the difference between Cal and Sal?
The CAL is a perpetual license that must be acquired in advance. As I mentioned, Microsoft also offers an RDS SAL which is the SPLA equivalent of a CAL. The SAL is purchased monthly, in arrears, so you only pay for the SALs that are allocated for the past month.

How does a SPLA agreement report non-compliant enrollments?
A SPLA Agreement will only generate one reporting notification of each type (non‐reporting, zero usage) regardless of number of non‐compliant enrollments. A table at the bottom of the notification will identify which of the Enrollments are showing as out of compliance.
