If you chose Ralof to follow, Hadvar is then unavailble to be seen in the rest of the game, since even if you enter both sides of the Keep, only Ralof’s route has one different room. Unless you use cheats to spawn them in, the opposing character you didn’t follow, will not be in game for the rest of Skyrim.
Who is better Hadvar or Ralof?
If you plan to wear Heavy Armor and use One-handed Weapons, Ralof’s a good choice – but if you plan to start levelling Smithing and/or use a Two-Handed Weapon, Hadvar may be preferable. You’ll likely pick up a level or two in your chosen skill(s) before you get out of that cave under Helgen.

Ralof, or Ralof of Riverwood, is a Nord member of the Stormcloak Rebellion hailing from Riverwood. During the opening sequence in The Elder Scrolls V: Skyrim, he is a prisoner being escorted to his execution along with Ulfric Stormcloak, Lokir, and the Dragonborn.

Ralof, being a Stormcloak, is dead, in hiding, or a prisoner of war. Hadvar, being safe in Imperial Riverwood, is there in the Sleeping Giant Inn. (Actually, he’d show up there even if you followed Ralof out of Helgen but sided Imperial instead.)
