This government-wide set of regulations is commonly referred to as the DSSR and governs allowances and benefits available to U.S. Government civilians assigned to foreign areas.

Temporary Quarters Subsistence Allowance (TQSA) is a non-taxable supplement for employees traveling to/from an overseas duty location that are authorized Living Quarters Allowance (LQA). This allowance covers expenses for lodging, meals, laundry and dry cleaning not to exceed the maximum allowance.

(a) For yourself, multiply the number of days your agency authorizes TQSE by . 75 times the maximum per diem rate (that is, lodging plus meals and incidental expenses) prescribed by ยง 301-11.6 of this subtitle for the locality at the old or new official station or combination thereof, wherever TQ will be occupied.
